Madibeng accused of paying two companies for same service

The Madibeng Municipality has once again come under the spotlight after a service provider alleged that the municipality had appointed two companies to do the same work of which only one was paid for services.
One of the service providers Intelligence Everywhere Enterprises claims it had not been paid for its services in the past eight months despite being officially appointed by the municipality. The company alleges that the second service provider Sizwe Africa IT Group is continuously being paid.
Madibeng acting municipal manager Mothusi Oagile said this week the services provided by the two companies are “distinct in their nature and execution”. ” Sizwe was initially appointed in September 2018 for ICT Managed Services. Intelligence Everywhere was appointed in June 2023 by Madibeng Local Municipality to connect 19 sites including the cabling of those sites and to provide an off-site recovery facility for business continuity.”
He said when Intelligence Everywhere was appointed, Sizwe was still on site due to a contract extension of month to month. Sizwe’s contract was then cancelled in writing by Oagile on 9 January 2024 with a month’s notice up to 29 February 2024.
However, Ziswe was again appointed on 9 February after a successful tender. “Sizwe is appointed to provide managed ICT services, managed security operations centre services and solutions and the provision of end-to-end ICT infrastructure for a period of 36 months,” Oagile said. “The tender complied with legislative and regulatory imperatives and due processes were followed.”
Oagile admitted that no payment had been made to Intelligence Everywhere. He said there were ongoing processes and discussions between the municipality and Intelligence Everywhere to clarify certain issues.
